MINUTES OF MEETING
June 5, 2003


PRESENT: Acting Chairman Stan Brehm, Joanna McIntosh, Skip Lawrence, Ron Lesieur, Mike Stamowlaros, Dave Colbert, Fred Chagnon and Secretary Andrea Deachman

Chairman Brehm introduced the Board and asked the members of the Board to review the minutes of May 1, 2003.

Motion was made to accept the minutes as written.

PUBLIC HEARING: James Mullaney
        Subdivision
        Map 2, Lots 67 & 77, Connamara Drive

The Board has not received a report from the town engineer. Hearing continued to July 10, 2003.

DESIGN REVIEW:  Doug Hamel
        Subdivision
        Map 2, Lot 41-273, Staniels Road
Abutters: Paul Dandurand

Mr. Hamel presented plans for his 4-lot subdivision. Mr. Hamel will need set backs, topography, soil types, Planning Board signature block, total acreage is off, adjustment of lot 1. Mr. Hamel also needs to go to the Pembroke Planning Board. Secretary to send letter to Mr. Hamel.

DESIGN REVIEW:  Ben & Norman Daroska
        Lot Line Adjustment
        Map 5, Lots 26 & 26A
        Canterbury & Center Roads
No abutters present.

Mark Stevens presented plans to the Board. The reason for the Lot Line Adjustment is that Norman Daroska’s septic system is on Ben Daroska’s property. The Board requests that setbacks be on the plan.

Design Review was closed.

Mr. Stevens again presented plans to the Board.

Motion was made to accept the proposal with setbacks. Mr. Stevens will fix the plans and deliver them to the office for signature.

DESIGN REVIEW:  Chris Drew
        Home Occupation – Dog Grooming
        Map 1, Lot 489A, Lane Road
No abutters present.

Mr. Drew explained to the Board that the home occupation would be 5 to 6 dogs per day and no dogs would be kept overnight.

The Board is requesting something from the state that this is all right for the septic system.

Design Review closed.

No abutters present.

Motion was made to accept the home occupation after septic approval.

        Map 4, Lot 58F-2, Short Falls Road
Abutters present: David Marsh

Mr. Marsh explained to the Board that the Home Occupation that is carried on in his home is now going to be moved and carried on at William Gelinas’ home.

The Board requested a drawing of the property and where the driveway and business are located. Mr. Marsh and Mr. Gelinas agreed.

DESIGN REVIEW:  Profile Builders/Concord Motorsports
        Site Review – New Business
        Map 4, Lot 166, Dover Road
Abutters present: Joanne Luikmil

Lynn Zebrowski, from SFC Engineering presented plans for the new business. The lot is 7.1 acres and the show room will be 36’ X 80’ and the service area will be 60’ X 80’ there will be 85 proposed parking spaces several will be used for sales area but enough will be set aside for customers and employees.

They will go to the state to make changes in the culverts for runoff. They will need state driveway and septic approvals.  They will go see the fire chief, and work on low intensity lighting.  The copula is over 35’ high and if they intend to keep it they would need a variance.

Motion was made to continue the public hearing to July.

DISCUSSION:     J. Brandon Giuda
        Site Review – increase in foot print of building
        Del-Lea Country Club
        Map 10, Lot 9, Pleasant Street

Mr. Giuda presented the Board with plans to increase the footprint of Del-Lea Country Club’s function hall and make it handicapped accessible. New restrooms have been added along with a new entrance and a deck.

The Board was in agreement that the plan did not need to be recorded. Mr. Giuda will plot the addition.

DISCUSSION:     Paul Dandurand
        Subdivision
        Map , Lot 39, West & Staniels Roads

Mr. Dandurand presented plans to the Board.

The Board requested the following items: abutters, signature block, surveyor stamp and signature, soil types, septic approval numbers 1”X 400 locator map.

Design review/Public hearing set for July 10, 2003

DISCUSSION:     Bruce Luksza
        Site Review - 6 Condo Units
        Map 9, Lot 19, Swiggey Brook Road

Mr. Luksza would like to have the Board approve 6 condo units.

The Board requests a plan to review before continuing.

Chairman Brehm to contact the town attorney on the wording of condos being attached.

Design review only in July based on town attorney response.

DISCUSSION:     Bruce Luksza
        Site Review – Motel
        Map 9, Lot 19, Swiggey Brook Road
Mr. Luksza would like the Board to consider a Motel for this lot; he would like 48 units with a restaurant, tennis courts and an indoor pool.

The Board requests a plan to review before continuing.

Chairman Brehm to contact the town’s attorney on the unit issue.

Design review only in July based on town attorney response.

DISCUSSION:     Joe Austin
        Cluster Commercial lots with road
        Map 3, Lot 68B, Dover Road

Mr. Austin would like to develop the lot with the new commercial cluster zoning with a private road. The Board requested that he bring a plan for discussion next month.

Mr. Austin will call if not able to attend.

DISCUSSION:     Board discussion

Conservation issues, 100 foot buffers. Stan to research.

July meeting will be held on the 10th one week later due to the holiday.
